North Korea is entirely broken. All the people living there are starving and uneducated, the infrastructure is medieval level outside of Pyongyang, and the citizens have no skills whatsoever.

There are plenty of other places with no or very few muslims that don't have to succumb to the overwhelming shittiness of North Korean government, life and economy.
I think a good way to do the unification without putting too much strain on the SK economy would be, after Kim's regime collapses, to create a puppet state in the North, under the guidance of the South. The goal of this state will be to modernize the infrastructures and to give North Koreans actual instruction. Migration would be strictly regulated, and the South would encourage companies and privates to invest in the North, to help speeding up the economy. The actual unification will only take place when the gap beetween North and South is close enough.
