I think he's arguing from the court level, since it is not unprecedented for courts to restrict the scope of certain amendments. I think he's arguing that if a court just says "the 2nd Amendment was written 250 years ago so we're going to take it to only cover things that were around 250 years ago" you open a can of worms when it comes to legal analogy and the Constitution (the internet wasn't around 250 years ago so would that be protected under the 4th Amendment? etc). But I think you're arguing more for a full scale repeal of the Amendment, which in any case does not have popular support.

They are, though. Candidates on both sides have made points of it. Ted Cruz on the GOP side has been pretty major in being against it while Sanders for the Dems has been fairly against it. Can't speak for Hillary's position since she is very vague whenever asked about it (like on many things). Cruz is poised to do rather well in the first caucuses so we'll see.
