A lot of countries still have pockets of hardcore indigenous nations that are not western and are not interested in western values, or principles.

This is basically how I see my city and region. At the dawn of the 19th century, half my city was either portuguese or their sons. Not to mention that we were once the Capital of Portugal and the whole court fled to here. So, as long as you consider Portugal western and the footprint they left here, yes, we are western, indeed a subsection, like european latins, or scandinavians or central europeans.
This hypotesis can be applied to most regions in Brazil/Argentina/Uruguay.
