Yes it can take off and land on a helipad. But taking off vertically uses a lot of fuel, which would limit its range. So they prefer the short take-off wherever possible. On the British aircraft carriers they don't even land vertically in order to save more fuel, they come in at an angle

Spitfire was pretty gr8 but during the Harrier's "era" it was the ONLY useful jump-jet around. It ultimately depends on what role you're talking about. During the Harrier's time there were better fighters and bombers around, but they weren't jump-jets.

STOVL is a dead concept and in case of Spain they'd be both militarily and financially far better off if they just replaced the capability that the Harriers offer with attack helicopters, or if they really want a fixed wing then bloody retrofit the carrier with a canted deck and buy any of the far cheaper to operate alternatives to them

Currently 68 F-16AM/BMs and 2 F-35As. We'll get a total of 37 F-35s to replace our F-16s. Hope we'll get an extra squadron of F-35s in the future when the costs have decreased and our defense budget has risen by a sufficient margin again (which is starting next year with an increase of about 5%), but most likely not.
