It is not. In the "real" Germany it is frowned upon and very rude to bring the bill right after the meal without a signal from the guest, that they are finished with talking lingering and relaxing. They usually bring the bill and drop it off after they've cleared your plates from the table as they see no reason for why you'd want to stay after you've finished.

And also because, due to tipping culture, you're taking up a table and time that could mean a new table of people and a new tip.

Although if you go to a "fancy" restaurant (~$100 per person or more) then you typically ask for the bill or they will ask if you're ready.

Because when you order a plate of pasta, you are ordering something with a very specific taste.
When you go to add parmesan on plates that don't need it you're essentially destroying a very well calculated taste just for the taste of parmisan, so you might aswell order a plate of pasta with oil and cheese.
As with chilly flakes, we have those here too and most restoraunts will gladly bring them when asked.

Tipping culture is a cheap shot at Americans though because the whole thing is so easily fixable. Raise the minimum wage by a few dollars so you're on parity with everyone else in the western world. Then you can tip only when the service is exceptional, and don't need to deprive a poor waiter or waitress of their livelihood.
