That's not an actual downtown in the new world point of view. It's an "artificially" made skyscraper cluster area outside of the actual downtown. Just a business part of the city to make it look cool. Like La Defense in Paris or Canary Wharf in London.

Those skyscrapers were built upon factories. In the exact place where the towers are located, was one of Moscow's largest factories.
That is a former industrial area. It's almost outside Moscow city. OP's picture was taken around 2008, those factories are probably gone by now.
Downtown is Tverskaya street and anything nearby.
But all of a sudden everyone thinks that place is downtown. Even more so when a Brazilian see a shiny glassy building.
