My point is basically that the picture posted is sort of boring. It looks like it might have been taken through a dirty window. The composition is unexciting. It is pretty dull colors.
In a lot of ways it is not what you should do to take an interesting photo. Hence it is a good photo for OP's point, but I bet you could go to near any city and take a photo that looks dull and boring--it is not your city, it is not Russia, it is the photography that makes it look bad.

Yes. The window was dirty and i had no other windows to try since all windows in buildijg were dirty since nobody spends moneybon cleaning them. And in last month there were like 5 hours of sun. So yeah, colors are dull and buildings are grey IRL, not only on my picture.
