Thats true for the Central Valley, on a tourist destination almost the whole town gets its money from tourists, Costa Ricans and tourists, the police knows this and they wont go mess with someone who is only having a good time and paying for it. I actually discussed this with a police officer in Puntarenas, he was telling me how those "stupid laws" were made with the Central Valley on mind and that it didnt make sense to go tell a guy who is getting drunk at 6:00 am at the beach to stop, for example.
