Some place in Norway or Iceland for sure, by far the warmest zones in the arctic, you can get some trees and grass instead some depressing gray barren terrain.

I don't know about Alaska or Canada, but Tromso seem like a good bet. It's about 70k people there, and it's a decent city overall. I wonder whether there are many cities of this cize at all above the actic circle in Alaska and Canada?

There is one decent town in Iceland close to the arctic circle, but it may be too small for most people? Akureyri, has about 18k people there. It's not above the arctic circle tho. I don't think any cities/towns on Iceland is technically above the arctic circle. https://en.wikipedia.org/wiki/Akureyri

So, it seems Tromso is the biggest city. Also, Tromso during the summer, not a grey and depressing place like most other places above the arctic circle, and then comfy winters.
