Then the democrats lose the election.
The Republicans come in and say "Fuck this network, we can do it cheaper and faster" and decide to do a halfassed Fiber to the node option ignoring the copper network has disintegrated and fires everyone at the top of the fiber network board and hires comcast execs to rollout the network in which they pay Comcast 50 billion dollars for their copper network so they can do FTTN. The Republicans roll out tens of thousands of kilometers of new copper, decide it's just too hard and then sell the ENTIRE NETWORK to Comcast for 20 billion dollars.
This is what happened with the National Broadband Network here in Australia

For a very long time, there was only one telecommunications company.
It was owned by the government. Other telecommunications companies were illegal.
Eventually the Government realised this was a bad idea, so they changed the laws allowing other companies to come here and do business.
The government owned company became a private enterprise known as Telstra.
Because Telstra once owned 100% of the infrastructure, it essentially inherited all the rights to said infrastructure.
Now all other companies pay Telstra to use their lines. Telstra is the one who controls the lines, and since they're gonna make money from it whether its good or bad internet, they choose not to upgrade it.

the "overhaul" comes in the idea of this new project named the NBN.
It will be a government enteprise laying down a lot of fibre optic fibre.
But it's in a very awkward spot.
This whole issue came as a result of government intervention in the market, and now to try and fix it, the government is getting involved in it again to try and repair some damage.
Realistically, the best thing that could happen is a foreign country investing in the infrastructure so the government doesn't need to, however it's not economically viable even to do the fibre optic of our three largest cities, let alone all the small towns we have in the middle of nowhere.

Like in Germany, the Telekom is often refusing to properly upgrade the infrastructure, so that some people in small towns sometimes can only get properly shitty Internet, I'm talking <2Mb/s sometimes. BUT since the market is privatized, other companies go to that town and say "if at least XX percent of this town agrees to sign a 2 year contract for this amount of euros per month, we will bring FTTH to this town (i.e. 100/100 or higher for the same or lower prices as the previous 2 Mb/s)". So what happens is, either the company lays the cables or the Telekom gets wind of it and does it themselves. Either way the people get better Internet.
Why isn't this happening in Australia, people have loads of disposable income and surely there's a massive demand for it?
