Mongolia is projected to become a serious country in the region due to a lack of infrastructure and lots of natural resources.
The lack of infrastructure allows them to build new and modern infrastructure that other nations can't because of the old infrastructure holding them back.

It's not stupidity, they simply have no major rivers or fertile soil that could sustain the development of a massive, sedentary population, the place is nomadic and sparesly populated by nature. But with modern technology and knowledge they can change that of they so wished.

Arabs in Arabia were tribes wandering the desert and living in the few oases scattered here and there, there was never a civilization there (to be fair there was one in South Western Yemen which is fertile enough).
When Islam started expanding it could no longer call the desert of Arabia home, they moved upwards and established their empires in Damascus (Mediterranean climate) and Baghdad (lying of the bank of two great rivers) consecutively. The centers of civilization that followed were in Egypt, the Maghreb, Turkey, Persia, Iberia... but not a single one in the modern day Gulf. Dubai was a poor fishing port until the discovery of oil for example.
