Almost all the blacks I see in Moscow are either tourists (from the west) or handing out leaflets (probably africans). Never seen one in school, university or at work. Never seen one speaking any language I know, now that I think about it.
Outside of Moscow? I don't think I've seen one. I spend quite a bit of time in southern european Russia and Siberia and I don't think I've met a single black person there.
