Quebecois are known for their sheer professional incompetence in just about everything. The recent corruption scandals are just the surface of a much deeper issue, that is that Quebecois have issues with Cartesian thinking.
I blame the shittest education material I've ever come across from elementary school and on. That's what happens when you're so culturally isolated you try to make one from the ground up because you don't want to base it on the established tenets that either Europeans or other North Americans are following.

It's SNAFU over there. I live in Ottawa-Gatineau (On the Ottawa side) and I went over to Gatineau. The moment you get across the bridge there's an entirely different public transportation system, all the roads go to shit, and once you get past a massive government block (pic related) there's just shitty buildings and war houses that were build in the 50s (and probably painted last then.)
