to some degree yes. if they take down the main ones, most people wont be able to find a similar site right away. if it becomes too hard to find something, most people will just give up and not bother.

I reckon they know that most people who spend more than average pirate a load of shit as well, so if they made it impossible to pirate a lot of people would downgrade plans and stop paying for unlimited/ faster speeds.
