to some degree yes. if they take down the main ones, most people wont be able to find a similar site right away. if it becomes too hard to find something, most people will just give up and not bother.
at the same time tho, all the government is doing is playing 'whack-a-mole'. they have tried so hard to take down tpb, and after all their hard work kat has basically taken its place.
there is always going to be demand for free shit, the best governments can do is make it difficult to get it.

I reckon they know that most people who spend more than average pirate a load of shit as well, so if they made it impossible to pirate a lot of people would downgrade plans and stop paying for unlimited/ faster speeds. It's like if Lamborghini throttled their cars max speed to the legal speed limit while on public roads, people would boycott them unless every company simultaneously did it.
