Basically, its a part of the jeish orthodox sub-culture.
You see, there's a mitzvah in the Torah that says that for Jewish men shaving the Payot (sides of your hair) is forbidden. So what the Orthodox Jews did is that they basically stepped that shit up by not only avoiding shaving that part, but also letting it grow. Some of them actually shave their entire heads and just leave their massive payot on.
