When you've just got cabbage to eat, suddenly that stray dog starts to look mighty tasty.
People did not have anything else to eat, so everything became edible (also acceptable). Attitudes towards this haven't changed much, though some animal welfare groups are emerging and are gaining popularity, like CAPN for instance.
Sure, you can still find dog meat being sold on the menus in China, particularly in parts of Guangdong, and especially in Nanning, the capital of Guangxi province. Consumption of dog meat is declining however and is not popular among the younger generation.
