Seems like a great place to hide a body
They were the country with the easiest access to Siberia at a time when they were breddy strong and wanted to expand. The non-European part of Russia isn't heavily populated because of the climate and its relative isolation, and a lot of them speak languages other than Russian or have weird sects, and are pretty cut-off from Russian society.
