Not really, most will just devolve into a lesser state but will still be inhabited. The only ones that would completely die out would be certain islands nations and countries without adequate medical proficiency to combat particular viruses.

Every country's economy would implode if something like that was enacted overnight. Most worst off would be larger island countries like UK, Japan who's whole economy is like fully based on being trader nations that buy from other countries.

The US, China, Brazil, and other large nations would be pretty capable of surviving indefinitely, some small countries with disproportionately large populations like Britain with it's 65 million+ people would be fucked but would probably stabilize eventually.
