Less "Permitted" and more "Accepted". We were 22 peoples and languages when the Spaniards arrived. Instead of conquering a thousand warring tribes in a land with no Gold or Roads, the Spaniards just played them off of each other. The interior of the country is still hard to reach, and so...well...if we can't feed, count, or educate our own people, I think language is the least concern.
Because it's an easy language and most of the stuff I like is on English.
