Sometimes it might refer to that decade, but only when specifically contrasted with another decade, eg. "the 1950s were cooler than the 1900s."
But nothing really historically important happened throughout that decade in the English-speaking world, so you very, very rarely see the decade being referenced anyway.

While the wording is childish, it is a reference to the quartering act of 1765, which was a significant law that triggered people towards the patriot cause.
Also the other answer must have been correct as well, so that should have let you know all was the answer.

Yes really. The British had a nasty habit of quartering their soldiers in colonial homes without the owner's consent in the years before the revolution started and it pissed a lot of colonists off. The US constitution even forbids the quartering of soldiers in someone's home during peacetime.
