Due to internal difficulties Russia is willing to give up the Kaliningrad Oblast under the condition that none of the neighboring countries or any other EU member state gets it. Instead that offer is only valid when you settle new people in the area. Russians will leave peacefully but could be granted the land if you desire. The new nation is allowed to be an EU member.
What nation or people would you move there?
The land is 15,100 km2 and has housing for at least 1 Million people.
