Google Translate says the first is:
"Vous êtes légitimement stupéfiant"

And the second is:
"Par ailleurs, vous êtes vraiment magnifique."

I don't trust Google Translate, though. Are these translations even close? What's the correct translation? Halp :(

"Vous" would be when it's more formal, someone quite older, or for a stranger.
"Tu" is if there's no work relation, when one of your friends introduce some of his friends fro the same age group, or when you meet someone on a dating app (it would be awkward to speak formally to someone you plan to bone, especially when you'll be boning her, and would slow down the whole approach and flirting). It makes you cut out a stop to a faster gain in proximity.

It will depends on the rest of the phrase (the general tone). For people of about the same age, it will look unusual, but it could work out in a "hello stranger" kind of way. Otherwise, it's counterproductive imo. It's about how you close you feel you are or want to be to the other person.
It will always be linked to the conversation's tone. Pushed to the extremes, if you use a phrase that has a really intimate/distant tone from the start with either tu or vous, it could backfire, especially if you didn't get your respective closeness right.
