The map is too low res to tell where I would live.
"Harjumaa" is a bad name, since from what I can tell, it encompasses the city of Paide and the surrounding countryside. "Järvamaa" would be a better name.
"Järvamaa" is too far east, it should be called "Lääne-Virumaa"
"Alempois" is too far south and too small. From what I can tell it includes no cities (possibly Vändra)
"Rävälä" ´is a stupid name, call it "Harjumaa".
Tl;dr the map is too low res to make so small divisions.
E.g the city of Türi, what state does it fall under? From heart I'd say it's exactly at the border of 93 and 95.
