There's a lot of provincial restructuring, when a province is too big or too populous usually they saw it into 2 provinces to keep local government efficient. There's a lot of del Norte/del Sur and Oriental/Occidental pairs of provinces.
Tayabas province as it was was areawise pretty huge compared to other provinces so they had to split it up into 2, and since this was the province one of the country's heroes was born in, they decided to name one of the 2 new provinces from it after him and the other half for his wife (Aurora province) Imo it's at least better than just naming them Tayabas del Norte/Tayabas del Sur
