how can you tell if you have the spark?
I've been drawing for a couple months, and im starting to think I dont have it.
Assume you don't have the spark and then carry on anyway.

i dont think so, look into cognitive test types. There is definitely a few that determine creativity, learning speed, and ingenuity.
Honestly as long as you are only a little below average mental capacity of most humans you can probably do art. You dont need special skills, you only need to not have a lack of normal skills
