How do colors work? How do i get an atractive and nice looking

How do colors work? How do i get an atractive and nice looking combination?
I just have worked with pencil looking into realism but i just started into digital and want to get like 80's neon and cyberpunk style for a project i have in mind, any advice?

Just try to find some resources for color theory, there's a lot out there.

Contrast, compliment, harmony, context (Like blue in the upper part of the canvas suggests the sky while on the bottom it suggests water)

For 80's kinda colors just use those neon hot pink and blue on something black.
