I don't think it would be racist to say that it is because they are whiter in this case because since the Whites in these areas didn't have dozens of Native Americans and Blacks to literally lord over, they industrialized much earlier, which led to a much stronger economy.
After the Independence Wars, Latin America found itself with massive death tolls and ridiculous debts to Britain. In countries where you had 1 to 10 White - Native American ratios, the easiest way to pay that debt seemed to be just continue with the usual feudal system used by Spain to extract resources, just that now you had a leader elected by the local White landholders instead of a Viceroy chosen by the King and the money was sent to Britain to pay debts instead of to Spain to pay taxes.
But debt would only continue to accumulate due to civil wars and the outdated economic model that exported Cacao grains to buy Chocolate Bars, so in the end you ended up with countries that were effectively close to Feudal States (and had inequality on part with Feudal States) lasting as far as 1970s when even the agriculture system of these counters became too outdated due to the advances of farming technologies in Europe and the United States and the pseudo-feudal economies collapsed, leading to a mass migration of Black, Native American and Mestizo former farm workers into the cities. Leading to the crime rates that you can see in most of these countries nowadays.

The weather in the Southern Cone didn't really offer much in the way of "cash crops", the comparatively small number of NAs/Blacks meant fewer "cheap" labor force, and even the White population was very small to start with, so obviously the economy of the northern countries couldn't be mimicked 1-1,
Now, while some aspect of the feudal system stayed in the regions with the highest number of Native Americans and/or mines to work (Northern Argentina, Northern Chile), the governments in these countries were characterized by attempting to import European Immigrants as hard as possible by offering them free land to settle, in hopes of increasing their own population at least a little. Eventually, these Europeans brought ideas of industrialization, and these countries progressed due to a much stronger economic system.
Of course, even in these countries, the areas that maintained their pseudo-feudalism eventually collapsed, which led to things like Peronismo in Argentina.
tl;dr: Southern Cone is slightly closer to the Northern States in the USA (except actually industrialized at a pace slightly slower than the Souther States). Northern Brazil, Peru, Bolivia, Ecuador, Colombia and Venezuela are like the Southern States would be like if they never industrialized and just started to progressively give more rights to slaves.
