they got a lot of funding as a museum and educational institution, and charged entry, but gigantic old buildings have a relatively minimal day-to-cost but a huge long-term upkeep. so the budget per month was fine but the 5yr outlook always came-in underwater. also they don't sell several pounds of overpriced fat to each Ameritard that goes through the door.
