Because there's some shitty companies and programmers that exploit undefined behaviors, use undocumented APIs or the existing ones a way that wasn't intended. It's not MS fault, it is developer's fault.

What is display scaling and why does Windows do it so poorly? What does poor display scaling look like? I have two monitors and everything seems normal on my end.

Even on W10, I can't smoothly output 1080p @ 100% dpi from my laptop while the laptop display continues to run 1800p @ 200% dpi

Windows scaling is perfectly fine when developers follow the API guidelines. The problems arise when running ancient DOS and XP programs with no HiDPI support whatsoever.

The reason you don't see the same problem on OSX is because OSX has an even worse fundamental problem in that an older program won't even run on newer OSX versions since Apple is a joke and has absolute shit all for backwards compatibility for anything older than 3 years.
