No. Gameworks gimps NVIDIA cards slightly and gimps AMD cards heavily.
Vulkan doesn't gimp anyone. It boosts NVIDA slightly and boosts AMD heavily.

Note, if async compute benchmark will show Fury X beating 1080 or being too close to the performance. Mark my works.
