tl;dr
It's basically a cheaper version of a R9 390 with similar performance but it's noisy and has thermal issues. Reminds me of the HD 4850 when it launched when it was a milestone for cost effective gaming but the single slot cooler was a huge issue with fan failure in the long term from the card running very hot.

Honestly when you look over the benchamrks on all those sites it's doing much better than the doom and gloom expected. It's around a 980 for most games at 1440p+ (I didn't even look at 1080 because who give a shit about 1080). Pretty good for 200$. Doesn't come close to 1070 but who seriously thought it would for 1/3 of the price.

It's in between a 970 and 980 for 200$. Not great, but pretty good value.

I set my expectations low, but AMD managed to disappoint me anyway.

-160W? That's 10W over the theoretical max.

-Memory clocks with more than one monitor still not fixed. I've had enough of my card idling at 65C with two monitors, and consuming 4 times the power of what nvidia cards consume when simply idling.

-Performance is a bit lower (like 5%) than I expected. Not a huge deal, but obviously doesn't push me towards getting the card.

-Basically no overclocking potential. A lot of this may have to do with the power limits. The card is already consuming 160W on power delivery that is supposed to only provide 150W. Aftermarket cards with an 8 pin connector should provide some extra overclocking potential, who knows how much though. Perhaps AMD should've released the card with an 8 pin connector instead, but I imagine that would've made claiming the TDP to be 150W an impossible feat.

The card has the performance of a 970 (roughly 5% better than stock, matches or loses to aftermarket models) and the efficiency of a 970. This would be fine, but the card came out almost 2 years after 970. Its only saving grace is the non-gimped vram, and to a lesser extent, its price. Currently, the cheapest GTX 970 costs the same as the cheapest 8 GB RX 480 where I live, so honestly the progress is minimal.

It's definitely more than 40%. It's in between the 970 and 980 and those both crush the 7950 at 1440p. Getting 30fps with high settings in witcher 3 is impossible with a 7950 at 1440. You gotta go medium/low settings.

Kinda sorta. The 4gb versions come with slower VRAM, so you'll get worse perf when using AA modes.

I'm gonna get a non-reference 4gb version with 2 power connectors, crazy good performance for the price, and a giant leap from my 6970. Basically the card I was waiting for: powerful, cheap, and has a short pcb.

Actually I think I may wait a month just to see the 970. It uses a binned Polaris 10, so there may be a chance for it to be unlockable to a 480, just like the 6950->6970 was.

I'm not sure how detailed texture mods are for fallout 4, but you should be fine with 4gb. Maybe invest in the 8gb for future games and if you do upgrade to 4k.
