because large bureaucracies become very inefficient and unfocused very quickly. The leadership cares about revenue, the workers care about keeping their jobs, nobody cares about good software or what the customers need. When the interests of the corporation and the users are in conflict, the corporation does whats in its interests and disregards the users.
In the Linux world the people who are developing it, though they may be corporate-backed, are also users. Many of the groups that write and contribute kernel code are doing so because they're improving something that their business uses and needs. This aligns their incentives a lot better and encourages quality code over marketing fluff.
