Circular lenses and rectangular photos are not inherent (you can have rectangular lenses and circular photos), but lenses are easier to make and use if they are circular (for focus and zoom rings) and photographic film was more useful if it was rectangular (more efficient use of materials and people typically wanted rectangular photos).
