Can you use AVS filters when SVP is active? I tried in FFDShow decoder settings under Avisynth, but it kept crashing MPC-HC when I added a simple grain filter. I found a better way adding the filter in MSmoothFps.avs instead but it still keeps crashing often, sometimes I've to reset ffdshow.avs that somehow gets affected too and the video doesn't even open anymore without crashing, also uses a lot of RAM up to 2GB with this method I doubt it's supposed to happen. Any suggestions/tricks to improve it? I really wanted to use just a grain filter.

If you don't have access to another machine that might be difficult. It depends on what fucked up. Try with another charger (since the light on it doesn't turn on it can just be that). Remove the battery and try to run it like that, etc.

How do I turn off HDDs on windows?
A script or some button to press and make a HDD spin down or spin up.
Google results are either "well windows can do it via power options if you idle" or from 2010 and are not working.

Connect RX, TX and GND pins to the terminal pins on your harddrive, use a compatible cable (TTL to UART-RS232 to USB I assume), back in the day we were instructed to buy a Nokia CA42 cable because it 'just worked'.
Then connect it to USB and pray to god that the driver works. Open your favorite terminal emulation software and connect to the COM port the USB adapter uses.
Then very carefully write some commands to the controller. If you study anecdotal observations from other internet-wanderers with the same issue as you, you might learn what commands your hard drive supports.
One of them spins down the drive. Hooray! Now be very careful, because one typo which the controller accepts might brick your drive!
This of course assumes you own a drive with terminal pins.
This also assumes that you're so very desperate to spin your drive down. Also, I'm poking fun at you to remind me of the pains of years past.

If the fields are blank, Windows cannot control it. None of my drives show anything in those fields, and as you say, all posts referencing the CIM methods are old.
How you go about telling ACPI to spin down the drive is beyond me. Probably not possible unless you're good at BIOS modding and expose an API or something.
