He probably means HDD is slow -> takes a while to load all the data into the RAM.
So HDD is bottlenecking RAM a lot when loading data, so making RAM faster isn't solving this bottleneck at all ...

That is a bottleneck to general system performance, however once data is in the memory subsystem the HDD is no longer acting as a bottleneck (at least until another write operation needs to happen).

So? If you really need better read/write performance for your application you can use a RAM disk and then periodically write to persistent storage.

If hard drives were as fast as RAM there would be no reason to have RAM, but they aren't. If you wanna crack that wide open, go for it.
