Most places offer to refund the postage once they receive the product, so you have to pay to ship it to them then only once they receive and process the return will they refund the money to you
Since for aliexpress returns and refunds have to be negotiated between the seller and buyer, the seller is probably just banking on you cutting your losses.
Also as other people have said, if you buy through Western Union its more or less going to be impossible for you to get your money back. It's fairly likely they'll just have their account terminated with no way for you to get your money back

If they do take a credit card, sure, order it and enjoy getting a 670 with maybe a 1% chance that it's a stolen 970 that they're fencing.
