BOOST clocks are dependent on ASIC quality, voltage regulators, temperature and power usage.
Since Pascal is Maxwell shrink with improvements it should be able to hit at least 2.0Ghz without problems, the fact that is going to 1.8Ghz on Nvidia BOOST alone is a good indication of it.

Thanks to Vista completely fucking the Windows audio subsystem most of this stuff was abandoned, but there's a few games able to use OpenAL which does all of this, since OpenAL is the evolution of the good ol' EAX
