Exactly. Vista was not usable when it first came out due to hardware and software engineers becoming lazy having to only release drivers and compatibility for one os, XP. After that Vista was patched, drivers became stable and by the time Windows 7 came out it was basically a copy of Vista with a slightly different theme. Even performance tests showed no significant difference.
