Mostly because assets are larger these days. We have full colour, hidpi assets loaded into memory which uses up a lot of memory even if you dont actually make use of them on your computer.

also computers do a whole lot more than they did a decade ago and a fuckton more than 2 decades ago. plus with more and more things being sandboxed they run in their own private memory space. all of this leads to increased memory use.

that isnt to say windows couldnt be better of course it could but generally most users will have a machine with several GB ram so what would be the point of MS spending loads of time to trim things down a few hundred MB at best?

It really doesn't work that way retard. A modern system has dozens of components which require some kind of background processing, like search indexing, updates, caching (program caching, disk caching, DNS caching), logging, power management, networking, device plug-and-play, and much more. Go install Gentoo with a tiling WM and without systemd if you want minimalism and stop complaining.

Most of those processes should only be run with permission from the user. They're not vital to the OS being able to function.

Guess what, dumbass? Those can all be disabled.
Search indexing -> Disable service or restrict where it can index
Updates -> Disable service or set not to check for updates (botnet 10 doesn't let you do that but you can still disable the service)
Caching -> Disable superfetch and/or readyboost
Logging -> Why in the name of fuck would you disable this? But anyway, you can, if you really want to, disable the service. Bad idea, though.
Power management -> Again, not a good idea to disable, but you can.
Networking -> Disable services
Plug-And-Play -> Finally, something that if you disable it, the OS will start to shit bricks. Not surprising considering that literally everything is PnP these days.
