This may well bring large amounts of games to Linux and make them perform well.

I do suspect it's doing that much better on Ubuntu than on Windows because they're putting more dev effort into it on Linux right now. By release the Windows side of it should be better optimized. That or the devs are only rebooting to Win10 to test things, then reboot back to Linux straight away -- continual use like this makes updates and telemetry run while you're using it instead of when idle.

It could also be the fact that the devs of Talos Principle actually put more development times into Vulkan than DX12. After all, with these lower level APIs, drivers from the GPU manufacturers aren't quite as important. I don't know where the devs' priorities lie, but if they prioritize Vulkan over DX12, this isn't surprising.

I dislike Windows completely but:

-AMD drivers are still crappy on linux (even with fucking desktop environments)
-A generation and a half worth of games use DX10/11 or games that just won't work well on WINE and have no ports
-Even though they can beat DX12 because honestly nowadays there's -nothing- it will still take time and willing developers. Of which, I know everyone and their mother hates them, but the popular big consolefag companies would have to get on that as well. Yeah, EA, Rockstar, Ubisoft, those would have to consider it. You can put every single PC exclusive on linux and it still won't be enough.
