Start with any Ubuntu-based Linux distro, and then the tor browser and any other recommended apps. Win10 will probably get you reported for deep web stuff.

Dude if I were to want the machine for that (which I'm NOT saying I am), the types I like are not mainstream shit. I'm into ones that are not necessarily enjoyable by the average user's "let's get fucked up and partayyy" standards. If you're just using it as a secure browsing device, I don't see any reason to have windows on there at all. It's not like you're going to be trying to play games with it or do any kind of development for windows on it. You literally jsut needs something bare bones that you can install a tor browser on.
