Basically, while PTP has the content, and you'll find a lot of movies on there that don't exist elsewhere, it also doesn't give two shits about quality encodes.
So you go to HDB first to see if a good encode of the movie you want to watch is available. If it isn't, you turn to PTP and settle for lower quality.
