Putting tape over it IS disabling it at the hardware level. And it's easy to use the webcam if you want to use it. Instead of going into it, screwing, ripping wires and desoldering and that sort of thing. That's stupid, using a tape is good sense if you want to use the webcam later.

Well, the BIOS (or rather UEFI) in my laptop has no option to disable the webcam. Anything other than that (disabling it in the device manager, etc.) is software level. Which means if someone has the ability to run code on your computer to access the webcam and spy on you, that person has the ability to undo this kind of blocking.
My old webcam (the kind that had to be purchased separately) had a plastic slider that could be used to cover the lens. It doubled as an on/off switch. That was very convenient. Unfortunately I've yet to find such a feature on a laptop.
Duct tape is universal, quick to apply, easy to check if it has been tampered with and can be just as easily removed when the camera is necessary. The only downside is that it's ugly.

Maybe they hid a second camera behind a beam splitter with the power light so that you can't use the cardboard tube trick to find it.

I do this. In the middle of the night I like to put my brightness all the way down to get comfortable to sleep and having that bright light there bothers me. It's dumb that we can't just turn it off in settings.
