Air cooling is only fan and heatsink inside the case. Watercooling needs radiator, tubes, liquid, pump, fans, power cables, and space on the case. Fewer parts mean less chance of breaking and more easily repaired. Fewer moving parts means less noise too
Plus temp differences are marginal, like how the NHD15 often beats the h100i.

Air is definitely more reliable. As the only moving part is a standard fan, even if it does break you can just buy another $10 fan and slap it on there.

I personally use an CLC because space in my case is tight. That's the only real reason I can see using one, those quad fan push/pull CLCs are ridiculous.

The only reason to go water (from someone who is currently using AIO) is for OLC and/or multi-gpu's.
A good, custom loop will be quieter than air because having all sorts (and sizes) of fans going anywhere up to 100% can be noisy, but by putting it all on one cooling solution you can make it so as many fans work less and thus become quieter.
It's also mainly about aesthetics.
