it's tiered. cost depends on how much you use. 1-99 MB is +$3, 100-500 +$12, etc.
Cheap if you keep your usage low but coverage is shit outside cities. It's ok for now but I'll probably end up switching soon.

Most likely someone else is on the wifi. I once found someone had broken into my network and using my internet to torrent or something. Once I changed the password to 16 char long, I never got slow speeds. Turns out "topkek" is a shitty wifi password.

And in most parts of the UK you can get an unlimited 200mbps fibre optic connection on Virgin Media for about £40/$60 per month.
