Most likely someone else is on the wifi. I once found someone had broken into my network and using my internet to torrent or something. Once I changed the password to 16 char long, I never got slow speeds. Turns out "topkek" is a shitty wifi password.

And in most parts of the UK you can get an unlimited 200mbps fibre optic connection on Virgin Media for about £40/$60 per month.
