Skylake has better IPC, haswell clocks higher, they have very, very similar performance. Only benefits of Skylake are better storage options on consumer chipsets (NVMe, more PCIE chipset lanes, etc), and DDR4, neither of which matter to 90% of consumers as DDR3 isn't a bottleneck for anything but workstation tasks right now.
Me? I'm waiting for Skylake professional chipset (the replacement for Haswell-E).

This is at stock clocks. Both video gaming and video encoding. 4790K is the one to get with it being readily available, cheaper than Skylake and being free from the Skylake related issues.

That's what it's reporting you donut. That's why I'm sure it's a problem somewhere along the line that's giving the wrong temps. Gives 38 in BIOS and 21 in real temp. Can this happen if the cooler isn't mounted right or just a bad sensor?
