Everything else is fine. Drop that cooler and tell your friend to save up $20-30 for a decent cooler and get a better PSU. Never cheap out on a PSU.

I'd aim for at at least a good quality 550w PSU and even then you won't have much room for overclocking if any.

There's an XFX TS series 550W that's usually the best, cheapest PSU out there at around $55. There may be some different one on sale but I don't care to look.
Corsair 200R is likewise usually the best, cheapest case.

I'd say go for a noise dampening case, get rid of the hdd, change ssd to 1tb, add some silent case fans, and your friend will call you back a week later asking you why his pc is so quiet.

lol. Few benchmarks and even fewer real-world applications benefit from 2400 vs 2133. Intel rates it's procs based on conservative numbers. Overclocking the memory controller is possible.
