TL;DR: this is a mistake, not intentional, and it should be fixed for folks anywhere between 10 minutes ago and when internet pipe gremlins bust the relevant caches (should be set to 60s, but ymmv).

I work on Firefox frontend. I was told about this thread ~45 minutes ago. These notifications aren't part of Firefox's "core" frontend code (we would have needed a release update or hotfix to do something like this mid-release in our own code) but generated via a remote API called heartbeat, which isn't something that I work on. So it took a bit to find the code and people responsible for the server infrastructure that is producing this stuff.

In any case, we broke something that's causing this to show up for everyone all the time - I have no idea what yet, but I'm sure we'll find out.

The people involved in heartbeat are primarily on the US west coast and are mostly still asleep. After talking to several people on IRC about this and what we could be doing, I phoned the one person on the team who's in the midwest (early morning there now) 30 minutes ago. They were quick on the ball but had no laptop with them at the time. When talking to some more people on IRC, I managed to get hold of someone with the relevant powers to give me access to the github repo where this stuff lived. I created a revert PR and phoned the original dev up again (keep in mind I am not familiar with this code, so cowboy-deploying the revert which the docs said should auto-deploy to production seemed unwise without at least checking with someone who does know the code). I got an OK and pushed. I'm seeing the result of that revert live now in the code served to me on the relevant URL, and so are a number of other people with whom I've checked, so this should now be gone for everyone

Apologies again for the horrid experience. Everyone at Mozilla I've talked to this morning is very sorry and facepalmy and we'll be sure to look at how we can ensure this never ever happens again.
