"registered" also does not imply active. The only thing ocelot needs to handle for peers that are registered but not actively transferring is receiving an occasional "I'm still seeding" heartbeat usually every 30-60 minutes.
When a peer is actively transferring something, Ocelot is actually working to look up seeders for a requested torrent and sending a list of IP addresses to the requester. That's responsible for 95% of the work Ocelot ever does.
