Virtually none of them do this. Most require a ratio of like 0.6 in the worst case, and require even less as long a you're seeding most of your torrents. Hell, some private trackers are even ratioless. Not to mention that bonus point systems make it extremely easy for everyone to keep a ratio over 1, even though it's rarely required.
